I'm in Ottawa for a couple of days reviewing a bunch of CIHR grant applications. This shot was taken on Sparks St, one block away from Parliament. It made me wonder how the city council decided on a fine of $53.75 for riding your bike on this pedestrian street? Did they do a survey of bike riders, asking them what type of fine would deter them from riding there, or did they just pull that number out of their ass?
